 Reviewers for anonymous review in case of special conflict of interest.

In case of special conflict of interest, the managing editor appoints reviewers who do not know the author, and the author does not know who the reviewer was, even if he has access to the journal system as an editorial staff member or member of the editorial board. For this, special accounts are used, as described below.

 RESTRICTIONS FOR REVIEWERS

• A scientist cannot be a reviewer in a journal issue if he has submitted his article as an author or co-author to this issue.

• A scientist cannot be a reviewer of more than two manuscripts of an issue.

• A scientist does not have the right to publish his surname as a reviewer before the editorial board makes a decision on the manuscript he reviewed.

• An anonymous reviewer communicates with the author only through the journal system.

• As an anonymous reviewer, a scientist is not obliged to give his surname anywhere and at any time as a reviewer of a specific manuscript, although there is no prohibition on voluntarily publishing his surname after the publication of an article or the decision to recommend it for publication. The surnames of reviewers are announced by the editorial board only in relation to the issue during its publication.
