Complaints and Appeals

During the review of complaints and appeals, the journal editors follow the relevant COPE rules.

When considering complaints and/or appeals, the following rules should be observed:

• mutual respect for all participants in the editorial process, presumption of their proper and conscientious behavior until proven otherwise;

• providing all interested parties with the right to present their arguments in support or denial of the stated requirements;

• due notification of participants in the editorial process regarding the receipt and consideration of such an appeal, which may affect their rights and/or interests;

• directing the process of resolving any dispute through the search for a compromise and mutual understanding.

Appeals consideration procedure

In the event that the author(s) submit an appeal against the editorial board's decision, the following consideration procedure is applied:

1. Any appeal is first considered by the editor-in-chief (v.v.rizun@knu.ua), who is responsible for the journal.

2. The editor-in-chief of the publication involves two independent experts in reviewing the manuscript without informing them of the case and the preliminary decision of the editorial board. The experts review the final version of the manuscript of the author (authors) after taking into account the comments of the reviewers, if any, and make an independent conclusion on the quality of the manuscript.

3. The editor-in-chief considers the arguments of the authors, the responsible editor and reviewers, independent experts and makes one of the following decisions:

1) to refuse the applicant due to the groundlessness of the requirements set out in the application, if the opinion of the independent experts is also negative;

2) to satisfy the requirements set out in the application, if the opinion of the independent experts is positive and the responsible editor and members of the editorial board do not insist on anything else;

3) to partially satisfy the requirements set out in the application and allow the author (authors) to make changes to the text, if the opinion of the independent experts provides for the possibility of finalizing the manuscript and the responsible editor and members of the editorial board do not insist on anything else;

4) in case of insistence of the members of the editorial board to leave the previous decision in force, despite even the positive conclusion of independent experts, the editor-in-chief gives preference to the collective decision and rejects the appellant.

The appellant is notified of the decision with an explanation. The final decision to reject the appeal cannot be canceled or appealed. The editorial board does not correspond with the author(s) of the rejected manuscript after such a decision.

Complaints and the procedure for their consideration (except for appeals against decisions)

Complaint about inaction

The author-appellant may file a complaint about the inaction of the editor-in-chief or the editorial staff as a whole, if the participation of the specified editorial staff or their actions directly are the subject of the appeal, the complainant must contact the Main Editorial Office of Periodicals of the Educational and Scientific Institute of Journalism of Taras Shevchenko National University of Kyiv (the complaint should be submitted to the address journ@knu.ua with a note in the subject line - Main Editorial Office of Periodicals). The complaint is considered at a meeting of the main editorial office with the participation of the editor-in-chief and the responsible editor of the publication.

Complaint about the procedure for reviewing the manuscript of the article (consideration time, etc.)

First, the complaint should be addressed to the editor-in-chief (v.v.rizun@knu.ua), who considers it, if necessary, involving the responsible editor. If the complaint is justified, of which the author receives a notification, the manuscript of the article is urgently subject to consideration with notifications to the author about each applied procedure. In case of inaction of the editor-in-chief, the complainant proceeds to the procedure of creating a Complaint about inaction.

Complaint about the behavior of an editor or reviewer for unethical behavior or for other reasons

First, the complaint must be addressed to the editor-in-chief (v.v.rizun@knu.ua), who considers it, if necessary, involving the responsible editor. The editor-in-chief submits such a complaint to the editorial board, which considers it on its merits. The board makes organizational decisions regarding editors and reviewers, if the complaint is justified, or imposes a moratorium on the author's submission if the author has misled the editorial board with his complaint. In case of inaction of the editor-in-chief, the complainant proceeds to the procedure of creating a Complaint about inaction. And in case of disagreement with the imposition of a moratorium, the complainant may file a complaint with the Main Editorial Board of Periodicals of the Educational and Scientific Institute of Journalism of Taras Shevchenko National University of Kyiv (journ@knu.ua). The Editor-in-Chief, together with the responsible editor and the management of the Main Editorial Board of Periodicals of the Educational and Scientific Institute of Journalism of Taras Shevchenko National University of Kyiv, consider the case and make a decision: to support the moratorium or to reject the moratorium if excessive criteria for assessing the situation were previously applied.
